It's not really a forum if no one can speak in it. I'm not sure why it is unpostable but it is, at least to me, maybe others have a different experience.
The Forum is supposed to be a place where everyone makes suggestions and everyone discusses them. It really makes no sense to have a suggestions board where people propose major changes, and then a forum. Especially if the old system of voting on site changes isn't being used. Before it may have made sense if the suggestions board was where you submitted a suggestion that would then be brought up in the forum. Even then that would have been a bit too many steps.
But if voting has been gotten rid of then the Forum should be open (and the voting board should probably be taken down so as not to appear to give the illusion of democracy to members).
