Cape Town was originally a center for trade and commerce, not to mention a big tourist attraction. Throughout the large city's history, it's been plagued by numerous vices. Apartheid, oppression, drug cartels, floods, fires, you name it and it's probably happened in Cape Town.
When the Yeerks took over some of that changed, but most didn't. The criminal underworld took a slight turn from drugs to weapons (double dealing to resistance groups an yeerks alike isn't uncommon). The large ports in which the town's namesake comes from are still used, but only for weapons storage and construction. The main purpose of the Yeerk occupation of Cape Town- and most of South Africa- is to combat the vast amount of rebellion in the area.
Africa as a whole was a continent at war with itself way before the Yeerks took control, the only difference now is that the people of Africa fight the same enemy instead of each other. The only reason that the resistance groups have survived this long is actually pretty simple:
The continent is too big, and the people who call this land home know it a lot better than some of the Yeerks.
But it is a losing battle...The Yeerks are slowly winning.
