Controller Hierarchy
Rank Information
Controlling the entire Empire is the Council of Thirteen. Directly below them are Inspectors of the Empire who report directly to the Council and are the Council's way of keeping an eye on their generals. Below the Inspectors are the generals aka Vissers.
Vissers 1-7 get planets to control. Then the Vissers 8-13 get major regions on Earth (since Earth is the crown jewel of the yeerk's empire). Then from there on Vissers 14-30 get really important projects all over the empire including leading the fleet in new conquest while 31-47 get important countries on Earth and all around the empire. Places where it would be easy for Sub-Vissers to turn their cities into their own little fiefdoms so that a Visser is needed to oversee them and report to a higher Visser.
Then for the Sub-Vissers ranks 1-40 (Sub Visser ranks used to start at 48 but they have had to expand since taking over Earth) get important cities all over the empire with regions attached to them. Like the Sub-visser of New York (if there was one) would get New York and the tri state area.
Then Sub-Vissers 40-100 control important projects like scientific facilities and shipyards.
Each region controlled by a Visser has a capital city that they stay in. And of course the Sub-Visser's domains are centered around their city.

Visser 3: Hork Bajir
Visser 4: Orff (there was once a future in which the yeerks had taken over this species so I figure they have in ours)
Visser 5: Nahara (Wiki says the yeerks took them over. Have no idea what they are)
Visser 6: Mak (same as above)
Visser 7: Anati (same as above)
Then you have Earth
Visser 8: North America: Washington D.C.
Visser 9: Asia: Beijing
Visser 10: Africa: Cairo
Visser 11: Europe and the Near East: Istanbul
Visser 12: South America: Rio De Janeiro
Visser 13: Australia, New Zealand and the Philippines: Sydney
