The FCC comes and Kovu gets in trouble for excessive violence without a warning on a PG13 site. Gabriel waves as Kovu is escorted off of his hill, not mentioning the fact that he'd called the FCC.

*gives the FCC $3,000 that he stole from their wallets, and tells them to go get Gabriel, they do so, and Kovu gets the hill*

Gabriel manages to get all of the FCC officials arrested for taking bribes and then directs the police to arrest Kovu for bribing them. Once again he watches Kovu be led away by federal officials and claims the hill for himself.

Kovu claims his name is Gabriel and that he was framed, he pointto the real Gabriel an claim he is Kovu, he watches them take him off of HIS hill

Gabriel is currently in the protective custody of the FBI, doing his best to ruin Kovu's good name while the television set in the corner proclaims Gabriel's victory at the hill. He is not anywhere near the hill and so can't be bashed on the head. Kovu bashed some poor guy named Reply.

When the FCC officials come to their senses and realize that Kovu just instigated an act of violent cannibalism on a PG 13 site he is again arrested, leaving the hill unclaimed.
